i. Evaluation Criteria
In order to promote further development of outsourcing in China, Ministry of Commerce of the Peoples Republic of China starts a “Thousand-Hundred-Decade Project”. In 2006,Ministry of Commerce, Ministry of Information Industry and Ministry of Science and Technology have jointly announced two batches of 11 cities to be Service Outsourcing Demonstration Bases, including Dalian, Shanghai, Xi'an, Chengdu, Shenzhen, Hangzhou, Beijing, Tianjin, Nanjing, Wuhan, Jinan and Suzhou. Over the past years, outsourcing industry in these cities have developed rapidly; some cities not only provide a good basis for infrastructure environment, including legal policy environment, living environment, transport environment, information telecommunications environment, but also gather a large number of high-level talents, develop international outsourcing positively, (and) create a number of successful outsourcing companies. Learning from foreign cities. They have developed outsourcing well, and made good achievements. These foreign cities start outsourcing business earlier and have become more and more mature. being international outsourcing intensive cities,they have perfect infrastructure and policy support, plenty of cheap human resources and outsourcing talent training system, and a strong competitiveness as the best global outsourcing destinations.
